Abstract:The purpose of this paper described the implementation of paperless quarantine issuance. Explored the advantages, problems and proposed improvements of paperless licensing.? The article employs the inspection and quarantine work along with the progress of paperless certification in Wanzhou District, Chongqing Municipality as an exemplar to undertake a comprehensive analysis of this undertaking. It is discerned that the paperless certification approach showcases prominent advantages in respects such as cost, efficiency, data collection, and responsibility fulfilment. Nevertheless, throughout the process, there persist problems like untimely information updates, feeble risk prevention awareness among the personnel, non-standard picture uploads, insufficient implementation of quarantine procedures, and incomplete enforcement of on-ground supervision. The regulatory authorities should strengthen policy publicity, enhance business training, standardize quarantine procedures, and implement regulatory responsibilities to promote more efficient and rapid development of animal health supervision work.
